There are currently two major schemes in canada that transfer funding between the federal and provincial governments: first there are the canada health transfer (cht) and the canada social. Until 2004, these programs were under the same umbrella called canada health and social transfer (chst). The second is equalization, and we have examined its operation. The cht is intended for use in the area of health, while the cst is directed to third-level education and welfare. It incorporates the former canada assistance plan (cap) and the. Established program financing (epf), which were essentially merged and changed in the 1995 budget. The equalization program, in contrast, is not earmarked for any specific end-use and is therefore free of the regulations which come with the cht & cst. 1995: canada assistance plan + established program financing => chst.
