India became a nuclear power with the help from canada: there is a common trend when countries gain nuclear power. First they will ask for resources to make nuclear energy and then engineer it to their own needs: 1999: north korea gets aggressive on their nuclear program, 1996: detonation of new nuclear weapons by india and pakistan. Prior to bush, india had huge sanctions for detonating their weapons: 2009: changed counter-proliferation attitude by barack obama.
