Institutions of Governance­The Prime minister 01/29/2013 Forming a cabinet ­ Choosing from the elected : must be selected from governing members holding seats in parliament;  Party caucus as the main source of cabinet material ­Choosing from the Unelected : Have there been exceptions? ­Choosing from the experience and among Rivals : Veteran MPs, close competitors. Example:  Paul Martin and Jean Chrétien, when JC went into PM he elected Paul martin as the financial advisor  although they were heated rivals ­Choosing Regionally:  Ensure that every province and region are represented; there are challenges to  this. ­Choosing Demographically:  Balance between Anglophones and francophone is important in a  number of ways; As are such factors as religion, gender and ethnic and visible minorities ­Choosing on merit:  cabinet appointments represent the pinnacle of a politicians career ­Choosing by performance:  Very difficult to stay in cabinet size: Is dependent on the PM, can choose the size of the cabinet, completely depends on whatever he  wants. See 3­2, pg.124 Ministerial Roles and responsibilities ­ Management of a government department involves Ministerial responsibility: Bearing the responsibility of his department, defends his department’s choice Collective responsibility: Prime minister and his cabinet is collectively responsible to the government ­Decision making in Cabinet:  Most often seeking of consensus vote ­Ministers as members of the Parliament:  Remains an MP and caucus member; Parliamentary  and constituency r
