Gave the illusion that athens wasn"t (at first) the ruler of the lead. Used the payments to the league to further their own navy (supposedly a joint navy as everyone could give ships or money, which the athenians used to build their own navies) Cities weren"t allowed to leave the league - if they tried to they were punished (pull down cities walls, to take away their navies, to institute an athenian democracy) If they wanted freedom/protection then they needed to be part of the defense and therefore if they tried to give up their defense then they almost deserved to be taken over. It"s supposed to be a defensive league slash take advantage of persian weakness: periclean athens. 150,000 metics (cfas - not citizens but given rights), slaves, foreigners. 450 treaty of caleus - the persians and the greeks make a treaty where the persians agree to leave ionia alone.
