1788: the parlement de paris was only willing to agree to a debt solving package if the ministers agreed to call the estates general within the next 5 years. The nancial crisis and the institutional history become seriously intertwined. At this point, the whole structure of politics begins to shift. To become something: follows discussion on how voting practices and rules should change. National constituent assembly: 5 may 1789: estates meet, 17 june 1789: the communes (third estate) declare themselves the national. By the end of 1789, there is a sense that the monarchy has accepted the constitutional limit that"s been put on it. However, people are suspicious that the king doesn"t really support the people in their creation of a constitution. It"s more that they were forced to go along with it. People also suspect that the emperor of austria is going to intervene on behalf of the monarchy (marie antoinette is the sister of the austrian emperor).
