By the end of 1789, there is a sense that the monarchy has accepted the constitutional limit that"s been put on it. However, people are suspicious that the king doesn"t really support the people in their creation of a constitution. It"s more that they were forced to go along with it. People also suspect that the emperor of austria is going to intervene on behalf of the monarchy (marie antoinette is the sister of the austrian emperor).
