Why is a way of demanding the agent"s reasons for actions. What reason did you have to change jobs. Not asking for reasons for the wall having the frame fall off it, but asking the causes of why the frae fell off. Intentional actions are those actions to which ask why? in terms of reasons. We ask why only when it comes to intentional action. What does it mean for the question why? to have application. Asking why doesn"t make sense when you lack observational knowledge of why you"re performing an action. We know what people do by observing what they do.
