Largely considered with political decision making at the executive level, how law is made. How many parties are viable working parties in parliament and which ones are government in waiting. Issue dimension: arguing over generous or condensed welfare state, issues of gay marriage, countries at war. Dimension ii: unitary vs. federal, unicameral vs. bicameral, unwritten vs. written constitution. Unitary: national government is centralized in the national government (eg. sweden is unitary, pm in stockholm, and basically all decisions made here) Federal: national decisions are split between the national capital (eg. ottawa) and capitals of the provinces or states, sovereignty shared, constitutionally granted to sub- national governments.
