The second pillar of our system of government. Parliament was characterised by concentrated power, the federal system represents divided power. System of checks and balances because there is a divided power: check each other, but has evolved over time. There is no single form of federalism/pure federalism: they can all mean different things. Basic characteristics: division of power between federal and other orders of government, eg. states or provinces. Change significantly the nature of governing (especially charter) Some kind of power and activity, not necessarily equal, and not specified the degree and importance of power at each level. Riker"s continuum of the degree of centralization of authority power (left to right) All power in the hands of that government. Two levels of authority central government dominate. Two levels of authority; regional government dominates. Provincial governments more powerful than federal government. Never has happened in our system of government, but we have had a decentralized system before (run on state rules?)
