We had a highly centralized one, and in 30 years it became a less centralized. Legislature: governor general, executive,house of commons, the other was the federal system. Federalism: palirament was characterized by concentrated power, the federal system represents divided power(divided loyalties) Courts: usually in the context of federal system, since 1982, they are the third pillar of the political system and our system of checks and balances. In terms of federalism, it divides power between the two levels of government. If powers are divided, someone can"t act without the authority to act with these certain powers(check) Because you divide power, and the reasons why, it is inevitable that you will have divided loyalties. It is complicated and messy- the notion that you have a loyalty to the local and national community. In terms of divided power, they talk about a pure form as if there is only one form. No such thing as a pure form, there is varieties.
