Trudeau comes to power first as cabinet minister but then as pm he is upset with 2 things: It"s supposed to be collective and politicians making the decisions but trudeau found that wasn"t followed- in departments and in too many cases the ministers were captured by their bureaucrats. A lot of ministers in cabinet don"t come with ambition and they can be shifted and not know about their department. Trudeau wanted to make it more collective and put politicians back in control. To prevent bureaucratic capture he did 2 things: 1: rotating his ministers regularly so they can"t be captured. Started a bit with pearson- strengthen central agencies.
