Domestic politics: a lot more factors are variable bc factors are spread out, this level emphasized by historians bc brings up many issues to think of war. Levi: national attributes, economy, actors: national attributes: cultures, religion, etc. to promote war-like behavior and tendency to fight. But, maybe not theory bc looks at dimensions, but when you give military such a big role in society, the state is more likely to fight. More accountable, so the people will remove them from power. Normative norms of compromise, cooperation that prevents conflict to escalate into war. Or, so regulated political competition peacefully in democracies (cid:515)live and let live(cid:516) normative component of democracy. Non-democracies often competition is zero sum, so they have to fight. Democracies internalize normative ideas of democracy and apply it to other states/ foreign relations. Very prone to war with states without democracies, and might not even be democracies being peaceful bc of being democracies but bc there is something else.
