Yet, almost every culture has experienced war at some point in its history. There must be another factor which contributes to the causes of war. Democracies encompass norms of behaviour; change rarely happens through violent means. Therefore, democracies tend to favour compromise over violence, and may project this norm of diplomatic behaviour in the international sphere. Democracies apply the norm of diplomacy to each other, while non-democratic governments apply norms of coercion. Democracies require complex political procedures to engage in conflict; institutional and political mobilization (interest groups, public opinion, etc. ), while non-democracies only need the support of the ruling elite. Yet, western democracies have fought very bitter wars. There is also an ideological righteousness in democracies. Non-democratic governments may be more prone to violence and coercion.
