Political incentive more civil cases than criminal. Strategic calculation in terms of costs so they target the ones they think they will win. Success of a litigant in court is a product of their resources and experience in the court room. Government asking the court a question if they want the court"s opinion on a certain issue. Provinces can ask a reference to their provincial supreme court. Provincial will intervene with a law that will have an effect in the province so intervene for federalism. Cases that contain the constitution because the government is best to argue for the constitution.
