Canada can violate our rights only because that the infringement is there. Section 32(1) (a) applies to parliament and leg of provinces (b) and govnt of canada and provinces and all authority they are in. this section clearly says, it only applies to parliament and government. Ex; can discriminate outside this class, because it is government oriented. Debate still goes on, it depends upon the activities there are. Hence need to know where the line is; what chart captures and what it doesn"t. Only applies when government is involved: dolphin delivery, 1980"s, a union and purolator were involved in a labour dispute. Union said we are not going to work but the purolator said we"ll lock you out if you strike. So the company took the packages to dolphin to deliver them. **** only applies to governemtn and union lost!
