On augustus" death, in 14 ce, tiberius immediately seized control of the praetorian guard, the personal guard established by augustus. And, though he protested that he did not want the position, the senate insisted that he succeed as princeps, confirming his imperium maius and tribunicia potestas. So, with his civil and military authority confirmed, tiberius was established as first citizen. Unlike augustus, tiberius was primarily a military man and had spent most of his career away from rome. He didn"t know the senators well and though he did much to encourage their authority, he didn"t have augustus" gift of grace and easy sociality in their company. Nor did he win the lover of the people. Being a careful manager of public funds, he did not follow. Augustus" example of lavish spending on public amenities and public entertainments. He was generous in the face of real need- at rome and in the empire.
