The wagner model assumes things economically and judicially. Expert adjudication creating a body of individual neutral experts that can settle disputes. Labour boards - a fair judicator, handling the dispute ex. certification of unions, disputes over collective agreements, protecting pro union workers. Arbitration panels - when core disputes about an agreement, the panel handles it. Official neutrality - training on neutrality, goal is to get both sides to agree. Assumptions of what the workforce is going to be: a large number of workers working in a factory for a large corporate employer. Identify one large employer (ex. school board) and organize people around that. Work tends to be structured differently and identifying a large employer is difficult. Government is reluctant to change the law to allow the service sector to organize. Required, need to feel that they have power and can exercise that power. Within each industry, some democracy will be given to workers.
