Quebec was not progressive, they were dominated by the catholic church. Everyone went to church, employers and workers. The church was in control of your relationship and status before god. The catholic church as an institution ran society. Ran the schools, hired teachers and published the books. Ran the hospitals, everything done to catholic principles. As society industrialized, the church did not know how it would remain relevant. The church decided to organize workers in order to remain involved as the world indus- trialized. Organizations that are controlled by the church, usually the priest or the bishop in a large city. The belief that the church is going to tell both sides what they think is fair. They do not bargain in the typical way, but they collect dues and have union cards.
