East germans build berlin wall in 1961, this makes a definitive break between the east and west. June 10, 1963, us president kennedy calls for the resumption of nuclear test ban talks. August: us, ussr, britain signs limited test ban treaty: bans atmospheric and underground testing of nuclear weapons. Some key charges: us takes inspectors off the table at soviet request. Us has to worry about soviets catching up in nuclear arms race, soviet have to worry about us staying ahead.
