Some models of bureaucratic behaviour assume that the bureaucracy is there to play two apolitical roles. Department (ie. the bureaucracy: bureaucracy therefore has a bottom-up function. Implementation: the bureaucracy will impartially implement legislative directives: bureaucracy impartially implements legislation on the ground as intended by those who created such legislation. In either case, the bureaucracy is viewed as a neutral tool that can be controlled equally by whatever government happens to win an election. However, the bureaucracy is arguably no less political than any of the other political institutions that we have examined. Bureaucracy rhymes with democracy & autocracy: power of the administrator. Earlier 21st century: party was elected & those that supported the party in the civil services were favoured. Bureaucracy positions are given based on merit: except for sr positions which have some political elements.
