When we say that the power is in corporations, when the power is in the people it can not possibly be ruled by the rich alone. Power is relative dispersed and has multiple sources (financial, time, expertise, ability to mobilize others) The line-up of individuals in interest groups varies greatly across issue areas: people may be opposed to on another on one issue, but in agreement on another. When we look, everyone wins at different times for different things. It all depends on the resources that they use. As a result, one cannot say that one group rules, as people will win and lose across issue areas, and even groups who have concentrated on resource (say, money), may lose to opponents who have mobilized there resources.
