People have di erent conceptions of power; either people or the rich. Pluralism: power is relatively dispersed and has multiple sources ( nancial, time, expertise, ability to mobilize others) The line-up on individuals in interests groups varies greatly across issues areas: people may be opposed to one another on one issue, but in agreement on another. One cannot say that one group rules as people will win and lose across issue areas and even groups who have one concentrated resource may lose to opponent who have mobilized rescues. A big ball-pit your captivity to store power is limited and you work hard to mobilize resources. Primary focus is on the role of organized interests in a ecting policy outcomes. Elections exists as a check on narrow interest who grow too powerful. Considers how institutions a ect state decisions and state society relations across space and over time.
