It"s not sure if philosophers will rule well if given that position or role. Sophists are intelligent but they don"t see the good. We need to see what that virtue is good for. We can explain why one needs courage and what it is, explaining it though isn"t good enough. It doesn"t tell us what it is good for and what you ought to do for it. The philosopher always seeks the truth, and the good. What is he referring to when he talks about the good: Plato and the story of the invisible sun. You"re in a dark room, you"re fumbling around in this room. He opens our eyes and makes us understand everything around us. How everything fits together in the intelligible world.
