Jerusalem council and he was an uncircumcised greek believer and so paul uses him as an example to show you do not need to be circumcised as a gentile. Timothy was from lystra and he was circumcised by paul, he has a jewish mom but a non-jew father. Paul sent timothy back to thessalonica to see how they are doing. So timothy + titus are coworkers of paul: major concern in these letters is sound doctrine and good teaching since there is false teaching out there, paul is telling timothy and titus to seek local leadership. Titus is in crete and paul wants him to seek local leaders.
