As a bureaucracy, there are a select group of individuals with expert qualifications. It is based on a hierarchy it is fundamentally undemocratic. As a result of expert qualifications, the select individuals have access to more information and resources than any other group. Can be a cause of undemocratic action. Scandals can give others a political high high. Did not share marx"s view on socialism ground. Marx treated bureaucracy as a form of organization that would dissipate and that it would fundamentally transform with the transition from capitalism to socialism. Weber does not care about the type of society, bureaucracy is still bad and will still remain. Since socialism has a centralization of decision making in the state it would require even more bureaucracy. In that sense, socialism would actually reduce not increase human freedom. Did not see the hope in the dictatorship in the proletariat. Warned about the dictatorship of the official with the rise of bureaucracy.
