Only the state can use force within that territory. The state decides when use of force is necessary, when someone has broken the law. People use the word the state to mean different things such as: the government/executives of a country, the whole structure of political authority in a country. People take it out of waber"s definition and they use it as what the full political system is doing. Government as offices/officers charged with preforming functions of government. Evaluating states? different states ca be evaluated according to different criteria. Limited only to certain functions, ie. the state can only help certain territories. The state believes that its in its mandate to intervene in the economy and to make trade deals for the good of the economy.
