Cultural fragmentation; no one single culture but many cultures. Strong value on in-group loyalty & secrecy among officers; Police culture as the biggest gang (values resemble gang values) Support, validation, encouragement for each other often socialize only with one another; Procedural guidelines viewed as a hindrance to the police role; interferes w/ duties completing and filing paperwork, following procedures.
