Childhood and adolescence are life stages that are distinct from adulthood and are in need of special protection, as they are more vulnerable than most adults. Children were given adult roles in olden days; a lack of proficiency in the early stages was attributed to inexperience, not to incomplete physical or intellectual development. Children behaved (misbehaved) as they did not simply because of flaws in character, but also because their character and abilities were still developing. As dangers and health risks of factory and mining work began to become known, a social movement emerged with the goal of protecting children by limiting their access to dangerous work and long hours.
