British were welcome and looked for to immigrate to canada. Other european were not really welcome but they were workable and moldable. And they were still white so its okay. People outside europe were absolutely not welcome cause they were not changeable. Canada forbid them from sponsoring their families over causing them to having to go home. This legislation was only repealed after ww2 less racist policies: 1960. After ww2 some countries fought against the racism of the nazi but people who fought for nazis were seen as bad people. So canada who fought against racism, could not have a racist legislation. So they had to remove it at least the obvious ones: 1967.
