Human resources was born as a way to try to replace unions, they wish to make both employees and employers happy. With happy e(cid:373)ployee"s there is no point in joining a union. Personal administration: hiring, firing, payroll/benefits processing. Union liaison, compliance with new laws orientation, performance appraisal, employee relations. Human resources management: outsourcing of many administrative functions, emphasis on contribution and proactive management of people.
