Document implementing the planning act and growth plan. General guideline for the municipality every 10 years: covers land usage. Policy doc setting how a municipality will grow into the future. Developed through stat public process planning act. Is not legislation, law, broad policy document, and a means of restricting land use. Types of official plans each plan must conform to the plan above it. Regional official plan (rop: regional government never pass a zoning by law; only done by local government. Secondary plans: usually not stand-alone documents. Official plans are adopted and then approved. When the region adopts an op is must be approved by the ministry. Once op is adopted it goes to the region to be approved. Single tier municipalities go to the minister for approval. Legislation passed by statute and regulation is underneath it. Regulation is more detailed: provisions of how the statute is applied.
