Usually king had higher position but still had to consult with nobles, not all rulers like it but no one really didn"t do it but louis was like really not down with it. Other monarchs followed french design of monarchy so his abolutisim was eventually copied in other kingdoms. Hand picked servants that he trusted and they carried out his orders and ensured his will was done into all corners of the kingdom regardless of what the local nobles there wanted. They were supposed to be telling local nobles what to do but it was much more complicated than that.
