Then atended harvard and received a phd in history (japanese history) Then joined the canadian civil service: posted to japan. In japan when pearl harbour was bombed and canada declared war on canada: he was interned unil the end of the war and held by the japanese. In 1945 he was called back into service to go to japan: to help douglas mcarthur- leader of the japanese, occupaion in japan, acted at a personal advisor of the japanese premier. Despite the fact that he was a very important person people sill had suspicions about herbert norman: thought he might be a communist, or have communist sympathies.
