In 1945 he was called back into service to go to japan: to help douglas mcarthur- leader of the japanese, occupaion in japan, acted at a personal advisor of the japanese premier. Despite the fact that he was a very important person people sill had suspicions about herbert norman: thought he might be a communist, or have communist sympathies.
