Because the asylum and the peniteniary were failed, they saw children as a possible soluion: more capable of reform than adults. Usually under the age of 7 were not accountable for their crimes prior to the late 19th century: over the age of 7 they were treated like adults. Juvenile delinquent over 7 were simply miniature criminals punished the same way: as jails were built put in jails with adults didn"t quesion this. Gradually the responsibility was shited from the individual young ofenders to the community: some said that treaing them like adults was a proper soluion. Neglected or undisciplined children ofered educaional instrucion, ofered out for a trade educaion, labour, and healthy exercise. Then those who were convicted of a crime: the reforms suggested did not generate acion many sill believed all ofenders, including the young, should be punished. Cost was a major problem didn"t want to spend money to build the separate units needed to treat juveniles diferently.
