Neglected or undisciplined children ofered educaional instrucion, ofered out for a trade educaion, labour, and healthy exercise. Then those who were convicted of a crime: the reforms suggested did not generate acion many sill believed all ofenders, including the young, should be punished. Cost was a major problem didn"t want to spend money to build the separate units needed to treat juveniles diferently.
