This refers to the polices that would be followed internally during the civil war. At the end of the war, they would move into the new economic policy from 1921 - 1927. The bolshevik fraction of the socialists would be remained in 1918 as the communists. Thus, war communism is used to describe the climate with the policies adopted during the war. All large scale business were taken over the by state. It is also associated with the seizure of grain form the countryside. In 1918, the bolsheviks declared a state-owened monopoly, meaning only they could buy grain from the peasants. This was a disaster, as the peasants didn"t like the prices, and they held their grain in their villages, making a food shortage even worse. The bolsheviks then sent out the cheka, and they confiscated any grain that the peasants didn"t need for their immediate needs.
