The problem is that by the time the referendum had been held, the agreement that had been referred to was already off the table (revoked) Another problem is that the question was only released 8 days before the vote. Liberals who had gone through the 1995 referendum experience; as a result, the question was presented in an extremely clear and straight-forward manner. Do you agree that scotland should be an independent country? . This is very close to the ideal way to ask questions to voters. This question could still have been improved in most cultures when voters are asked a referendum question, there is a slight psychological bias to say yes (with the exception of greece, which favours no )
