Demos= citizens, citizens voting vs. non citizens. There is a territory where decisions apply. Procedure is regarded as legitimate by the demos (political legitimacy)- has to be justified and legitimate. Political legitimacy stems from our electrical system creating wasted posts ex: you could have more than 50% of ontario not voting for the winner.
