Passage through the first house (senate or house of commons) Second reading- bill is debated, vote on bill, decided whether the good is in principle or not. Report stage= in the house of commons, motions to amend specific clauses of the bill are considered by the whole house, while in the senate it is the committee report which is considered and amendments can be proposed. Third reading= final approval of the bill, in the senate, further amendments can be considered at this stage. Lastly royal assent is given by the governor general makes the bill law.
