Paradigm breakdown (late 1960s: citizens questioned expert-driven proposals and protested against urban renewal projects, higher land use zoning and called for preservation of neighbourhoods, shift from top down planning to participatory planning. Mandatory participation (1970s onwards: participation becomes mandatory, opa requires consultation on: Official plan amendment (180 days to process) Committee of adjustment (10 days to properties within 60 meters) Public does have appeal rights, can appeal to the omb. Similar to ladder of participation: one way. Inform, listen and learn: some two way. Politicians cater to their constituents wants and fears: planners advise councillors who make decisions.
