Raional and free-willed = accountable: able to make decisions but need to be held accountable for these raional choices. Jeremy bentham: founder of neo-classical crm, supporter of beccaria, reformer: Saw changes that can be made to classical thoughts. Agreed with progress of beccaria but became concerned with nuisance: classiies ofences. Difers from beccaria ideniies between public and private ofences. Types of ofences, degree of ofences and harm must be taken into consideraion: considers miigaing circumstances: Key in court system: looks at moivaion, role of jusice = deterrence not vengeance. Message needed to be objecive people need to be aware that owning up to jusice meant consequences.
