Urban centres (decay / disease / poverty) Another concern we were seeing at this time. Justice = great deal of cruelty, harsh, variable and arbitrary. Jails = corruption, breeding crime & disease. Classical: first concerted effort of criminology as a discipline. To protect rights & liberty of people.
