If part of english influenced world (commonwealth), then have some type of parliamentary government. In canada we have constitution that says we have head of state (queen), parliament, and senate. But constitution doesn"t say how things work westminster. This is a system that means there is prime minister, political parties etc. Problem there is ideal world and the real world. These departments are headed by ministers, who usually don"t know much about the subject matter of their department. This means ministers rely heavily on advice from the public service (civil service) that is people who work for government. To become member of department, usually need type of skill. What they think will largely decide the policies thus we don"t really live in a democracy since we elect these people but they rely on those who aren"t elected. Governments are elected on a platform they make promises which are not kept because they usually can"t.
