Success of ministers to push agenda depends on their expertise on navigating the system. Basic system = parliamentary supremacy, parliament have the ability to decide, it is the only elected chamber. Representative functions, but the power does not lie in the house, but in the executive. House leaders: each party has one and they establish business of the house. Party whips: mps hold party line and are key notes. Standing committees analyze government spending and legislature at the committee stage. They go in depth into legislature, they are a range of opinions, civil servants can be in a standing committee. Standing committee: since 1986 can investigate anything if the department falls under their area. The most important one is the standing committee on nance because it deals with the budget. Representation: proportional to party standing, the only committee where that doesn"t apply is public accounts, and they pour over expenditures.
