Disagree on how material needs should be met (ex: about goals of development) People lack money to satisfy basic needs. Measuring or eradicating poverty depend on cash transactions in market-place. Not just money but values, community ties, availability of common resources. Early 1990s: undp: poverty goes beyond material indicators those using traditional subsistence methods not necessarily poor. Income poverty (material condition) vs human poverty (includes human dignity, opportunity, choices) Inability to provide for you and your family"s material needs. Absence of environment conducive to human well being in broad sense. Development: centered on entitlement and distribution, not necessarily just economic growth.
