Concept of pluralism is that there are multiple holders of political power in cities that tend to engage with different policy areas. Political power is not cumulative and operates significantly outside electoral system but local democracy is largely effective in incorporating diverse interests. But this model is widely criticized as being too focused on us model with cumulative inequality evident in some places and ignoring multiple faces of power. If its cumulative they gather more power over time, it was oligarchic they lost control over local politics more groups got involved. Political power it outside political politics, not the elected politicians there are people who are create groups but. A major problem in trying to understand urban politics is that there are a wide variety of competing theories, methods, assumptions and conclusions. Cities are complex with lots of different things happening at once. It can be very difficult to interpret event, politics and policies.
