An organization in crisis financial or leadership. An organization lacks the skills or resources or commitment of key decision makers to carry out a strategic planning process. Iterative process used to enhance strategic thinking acting and learning within an organization. Link strategic thinking with implementation in workable ways (combines both planning and management) Step 1: initiate and agree on a sp process. Identify the persons, groups, departments that should be involved in the process. Negotiate an agreement among key decision makers in the organization about the strategic planning effort (steps, schedule, timing of reports, roles of any group or committee to oversee the effort) Perform readiness assessment to determine how capable the organization is to undertake a strategic planning effort and whether additional capacity is needed.
