Federalism: a unitary state is one in which final authority resides entirely with a single government. This doesn"t mean that there aren"t many levels of government. United kingdom is a unitary state, but there has been a municipal government. The key word here is final authority. The central government of united kingdom delegates to the government of london here are some things that we want you to do. What this means is that there are certain things in a federal system where one govt has a final authority, and different things where other govt has final authority. So the final authority is divided; they can"t have authority over the other.
