Structure of police corruption: type a: rotten apples and rotten pockets. In any barrel of high integrity law abiding officers, a few rotten apples may emerge. Such officers are very rare, do not reflect the vast majority of officers. Research shows that it"s condoned by institutional subculture. Every once in a while, a bad cop will emerge: type b: pervasive unoorganized corruption, type c: pervasive organized corruption. Explaining police corruption: statistical probability, extreme exposure to temptation/ criminal opportunities, job stress/personal stress, police cynicism, poor pay/benefits, police subculture (code of silence) Nobody above you when it comes to enforcing the law. Putting life on line but not making much money. Well paid officers are not as tempted for corruption/crime. Idea that you do not rat out other individuals. Majority of officers do not engage in any part of corruption or crime. Detection of corrupt officers is very difficult bc of the code of silence.
