Governance includes broad range of actors formal and informal non-written rules; for instance, not leaving dirty clothes in the hallway, no formal rule but just a social norm still a form of governance. Regulation is used, not just in this course, is not just formal law. A practice that has become institutionalized, to access the resources of this institution you must wait in line. Institution refers beyond things beyond the physical internalizing institutional norms in everyday life as common practice. Very cynical view of human behavior; no constraint; demand exceeds supply. Private management is favored; public land is dismissed. Only a couple options explored: government(public) / private / no one in control. Shows a bad view on government and only assumes public = government.
