Italy was a curious place for fascism to develop; keys to the rising of fascism in germany were not paralleled in italy. Italy was a new country; united in 1861 and created through the unification of a patchwork state. United italy was not a great power, and not militarily/economically developed. Italy had no natural resources and little industry. Land of peasants with an intellectual middle class and a group of high aristocrats. Only 6 000 men out of 25 million could vote. Between 1882 and 1912, vote was extended to 25 000 men. Adult male suffrage for men over 30 became available in 1912. The pope was imprisoned in the vatican states and declared the kingdom of italy as anathema.
