Socrates aims to make the whole city happy not just one particular group. Greek statues were painted in garish colors. For a statue to be beautiful, it must be painted in one best color. Happiness state of mind but city doesn"t have a mind so it cannot and need not be happy. So the city should serve people"s needs for they are minded and need to feel happiness: auxiliaries, producers. Middle class citizens are not tempted to take risk of doing unjust things to accumulate money. But people are envious beings so they would desire things that they do not have.
